You know, come to think of it I might remember that once I had exited specifically Severin Manor and was met with an unending loading screen. I managed to troubleshot it by just reloading the save prior to going in the manor. Solved the issue a little better than deleting the entire character. I have this issue sometimes.
It seems to be a common bug with Bethesda games. If it happens you can try a few things before starting up a whole new game. Anyway, the trick I've learned is a bit lengthy, but seems to work.
If the game is installed to your Xbox, uninstall it. Then delete the Xbox's system cache Directions to do that here: Link. Now reinstall the game to your hard drive. Turn off the Xbox, wait a few minutes then turn it back on. Load up Skyrim. Download the patches again. Lastly load up your save.
If that doesn't work, perform the Black Sacrement and get Dark Brotherhood assassin to smash your Xbox. That's the only real solution. If you feel it's not enough,flame Bethesda's forums with your inadequacy. I've one had this problem sometimes,just reload,you'll do fine. For me when it happens, I have to create a new player, then play them for a bit and then load my main game. Click the Steam drop down in the left corner, go to Settings and click Downloads on the left side of the window.

I just wish it would give me a real number to show how much it left to download. I go back to look and it is starting on another 1GB of this or 2GB of that. Update: I did change some stuff on my wifi so it has made the high end more consistent.
Not really a fix for the general slowness, but it might help someone. Oh, I changed the channel for the router. I'm hardwired but I'm in a rural area so channels don't make too much of a difference for me.
